Jason Kitchener, Kevin Minnis. Since July 1999 plumbing work is covered by Government Regulations called The Water Supply (Water Fittings) Regulations 1999. These are detailed in this section


The Water Supply (Water Fittings) Regulations 1999

In April 1999, the Environment Minister, Michael Meacher announced new regulations to help safeguard the quality of drinking water and ensure the introduction of efficiency measures in water use. These regulations are called The Water Supply (Water Fittings) Regulations 1999, and they came into force on the 1st July 1999


Important protection for public health and environment

The Water Fittings Regulations replace water bylaws (in governing the prevention of waste, misuse, undue consumption, contamination and erroneous measurement of public water supplies in domestic and commercial plumbing installations) and represent important protection for public health and the environment. The Regulations are based on performance standards and copies of these regulations are available from the OPSI website


Enforced by water companies

The Regulations are enforced by water companies, so further advice should be sought from your Local Water Authority or from the Water Regulations Advisory Scheme on 01495 248454 or The scheme has produced the 'WATER REGULATIONS GUIDE' to provide more detailed explanation of the requirements.


How the Water Fittings Regulations affect you

Under the Water Fittings Regulations you are required to inform your Local Water Authority if you want to install or erect:

  • A new building or structure
  • A bath with a capacity of more than 230 litres as measured to the centreline of the overflow
  • A bidet with ascending spray or flexible hose (Backflow prevention)
  • A pump drawing more than 12 litres per minute
  • A water softener or reverse osmosis water filter unit
  • A garden watering system unless designed to be operated by hand
  • Any pipe laid outside and underground at a depth less than 750mm or greater than 1350mm
  • The construction of a pond or pool of more than 10,000 litres capacity


'Approved Plumbers'

The Water Fittings Regulations allow the recognition of 'Approved Contractors' (approved plumbers) who are bound to comply with the Water Fittings Regulations. The Water Industry Approved Plumbers Scheme lists approved contractors.


Peace of mind for customers

Approved plumbers are allowed to carry out certain work without giving notice and where necessary will give notice on behalf of customers. Customers are assured that Approved Contractors are bound to work in compliance with the Regulations and on completion will provide customers and Water companies with a certificate confirming that the work done complies with the Regulations (supplied on request)
